City Council Fails to Halt New Billboards at Westfield UTC

On Monday, March 11, 2013 the San Diego City Council heard and denied University City resident Linda Colley's appeal challenging a City staff finding that new freeway-sized, lighted billboards recently installed at Westfield UTC had no environmental impact. For the first time in decades, developers have been permitted to erect new billboard like outdoor advertising signs, seriously eroding the City's 30-year ban on new billboards. Councilwoman Sherri Lightner motioned to continue the matter due to newly discovered information indicating City staff had incomplete information on the existing signage at the property, but the motion failed. Billboard proponents argued that allowing the new signs amounted to a serious erosion of the City's 30-year ban on any new billboards.

Vista City Council Agenda Report: Digital Message Boards Proposal.

Opposition public comment to proposal: 
"I am again writing to express strong opposition to the proposed Digital Message Boards contract. Vista has a sign ordinance that limits visual pollution, signage blight and traffic hazards caused by off-site advertising. The proposed contract threatens to eviscerate this law and lead to billboard proliferatoin throughout the City. Comment I submitted for the January 8, 2013 hearing on this proposal warned you that allowing digital billboards on City-owned property exposes the City to costly litigation and damages by private property owners who want to place revenue-generating billboards on their land. The federal court in Lamar Advertising of Michigan, Inc. v City of Utica (2011) Case No. 09-14218, said a city law that permits billboards on public land but prohibits them on private land is unconstitutional and invalid..."~ Pam Wilson, Scenic San Diego
